You don't seem to understand me. You give me a link to a page with a link to High Sierra. If I click on the Download button, I am prompted to upgrade to Catalina. FWIW, that's not what happens here. For one thing the "button" is labeled "Get", not "Download".
This advice is no longer correct. It used to work. But it doesn't now. All of Apple's old installers were rendered non-functional because their certificate expired. If you visit the link on the Apple Support site that you just posted, it in turn gives you a link to the App Store, yes—but that link does not work anymore.

Tried to downloading the app on my son's Mac air and copy it over to my Mac air and no luck with installing it , also tried disabling of SIP while installing with out any luck.
Okay so since you do have another MacBook This is done by pressing the options key and the power button together. Wait for the process to finish and you should be good to go. The first priority is for you to make an external backup of your existing system, at least with Time Machine, and preferably with a bootable clone as well.
It is not necessary, nor desirable, to alter the installer in any way and SIP is an important protection against malware. I got the 19Mb download too. It initiates a full 5. There was also a Firmware update followed by a restart for the installation proper, so the whole business took two hours. Would be a good option , but there is a problem with high Sierra , I cant download the full 5. Now, that should work to make a bootable drive from a 19mgb file, just not sure I want to go with 3rd party software.
The problem might be from me chancing my default system icons using liteicon, I had to disable SIP to change the system icons. I updated Macos High Sierra last week and only nightmares for the whole media department.
